team for continuous, all-­season field studies, reports and engineering design work to support stakeholder
and community engagement, multiple government agency permit review processes.
• Successfully managed over 140 separate permitting processes to culminate in award of construction
permits, a prerequisite for securing $200M in construction financing.
• Engaged the City Chief of Operations and Base Operator to solve critical flight-­path conflict that
threatened denial of Environmental Assessment Certificate (EAC) and preconstruction permitting;
secured agreement to redesign the alternate departure path to comply with FAA regulations.
Secured letter of support and approval from City Board, resulting in flight-­path redesign and removal
of the conflict.
• Successfully managed portfolio of EAC applications (BC equivalent to EPA) for the company’s wind
projects concurrently, resulting in final award of two EACs for projects’ total of 247 MW of wind
energy.
• Coordinated and led First Nations Elder visits to company’s wind projects, coordinated with
archaeologists, forester and biologist. The Elder visits led to the endorsement and support of key
leaders during the Environmental Assessment Office review of the project applications.

2007 – 2010
Wind Energy Development in Ireland: responsible for managing consultants and coordinating feasibility,
environmental impact assessment and engineering studies, representing Finavera in Europe’s Wind Energy
Community.
• Brought in after environmental permitting application was rejected, to determine if the project
should be abandoned: the company faced $2.5M in sunk cost. Re-­engaged Galway County officials
and government scientists evaluated and addressed their concerns and submitted a fully redesigned
EA application. Environmental Approval (EA) was secured in minimal time, without objections or
Federal (optional) review.
• After Eirgrid (Interconnection regulator for Ireland) proposed a costly and inefficient interconnection
point for the project, identified an alternative interconnection that would save $14M. Secured
cooperative contract for the right of way with adjoining wind project. Identified 3 additional wind
projects that would also benefit from the change, led the formation of an informal negotiation
syndicate and leveraged this combined influence to secure a rules exception from Irish energy
regulators (CER and Eirgrid) for an interconnection solution with lower environmental impact and
lower overall cost.
• Securing the EA and reducing the interconnection costs by $14M created a financially viable wind
project. Finavera sold the project for $13.5M with no additional project work or investment.
Ocean Energy US Research operations: responsible for managing RFPs and supervising 8 subcontractors for
transport, installation, commissioning, removal of Oregon’s first wave energy project.
• Issued RFPs, selected and negotiated contracts for $3M in transport, installation and removal. All
transport, permits, installation and removal conducted on time, with zero safety or environmental
hazardous waste incidents, on budget.
• Wrote proposal for, and secured first ocean energy grant from Oregon BETC program for $1.3M,
funding 50% of the company’s annual ocean energy budget.
• Served as company representative to stakeholders including coastal communities, marine industry,
US Army Corps of Engineers, US Coast Guard, FCC and State of Oregon, ensuring smooth
coordination, including Coast Guard escort, no community objections registered, and full support of
State of Oregon for the research project.

clearance, and security convoy of hundreds of tons of aid for next-­day distribution, prior to the arrival of
international aid organizations. Organized aid distribution through a network of community leaders,
teachers and doctors for on-­site aid to remote villages. In many communities, our ad-­hoc organization,
which led to the inception of CrisisShield, was the “first-­responder”—first to deliver aid to isolated families
and the elderly prior to Red Cross / Red Crescent arrival. Served as Treasurer and Secretary for CrisisShield
US, and on Board of Directors for CrisisShield Grenada. CrisisShield completed its role, deactivating in 2007.
